Create a Read-Only User for Microsoft 365 License Viewing
This guide shows how to create a dedicated user account with read-only access to Microsoft 365 license information. The user will have no permission to modify or delete data.
1. Sign in to the Admin Portal
Go to https://admin.microsoft.com and log in with a Global Administrator account.
You will land on the Microsoft 365 Admin Center home page.
2. Open the “Active users” section
From the left-hand menu, click:
- Users → Active users
Click Add a user at the top.
3. Fill in the user details
Use the following sample values:

Domain | example.onmicrosoft.com (your tenant's main domain) |
4. Set the password
Uncheck the two boxes that require the user to change the password and set:

5. Do not assign a license
In the “Product licenses” step, choose:
- Do not assign licenses
This user will only be used for viewing administrative data, not for using Microsoft 365 services.
6. Assign the “Service support administrator” role
In the Roles section, select Admin roles and search for:
- Service support administrator
This role allows:
- Viewing user and license information
- Accessing service details in Microsoft 365
- Not modifying or deleting any data
7. Review and create
Review the final summary. If everything is correct, click Create user.
The system will show the new:
- Username
- Temporary password
